My off-the-cuff response is that Babylon, China, and other locales remote from 20th century Argentina figure as exotic elsewheres more than as specific places for Borges -- think, for example, of how quickly he dismisses the historical explanation for the Great Wall and leaps into metaphoric speculations. Not much (that I know of) has been written about Borges's take on Asia, but I see it all over the place in his work.
